These fees are no big deal to big corporations but they are totally prohibitive to small businesses.

If this happens most mom and pop soap and cosmetic manufacturers with be forced out of business. You don't think that that's suddenly going to cause the big cosmetic corporations to start making affordable products with better ingredients do you? No, those choices will simply disappear.
